China issues carbon emission quotas to 2,225 power companies across the country

The 2020 Central Economic Work Conference has systematically deployed carbon peaking and carbon neutrality. How will the carbon peaking action and pollution prevention and control battle be launched in 2021? A CCTV reporter interviewed Huang Runqiu, Minister of Ecology and Environment. Minister Huang made it clear that carbon emission quotas will be issued to more than 2,000 domestic power companies within a short period of time.

According to Huang Runqiu, Minister of the Ministry of Ecology and Environment, the Ministry of Ecology and Environment is currently stepping up the preparation of an action plan for peaking carbon dioxide emissions by 2030. Since my country’s energy structure is based on high-carbon fossil energy, the carbon peaking action is facing huge challenges. 2021 is the first year of the “14th Five-Year Plan”. How to achieve the synergistic effect of reducing pollution and carbon? Huang Runqiu said that the Ministry of Ecology and Environment will take carbon reduction as the overall focus, adjust and optimize the environmental governance model, and accelerate the transformation from end-of-pipe governance to source-based governance , By coping with climate change to reduce carbon emissions, fundamentally solve the problem of environmental pollution.

Huang Runqiu introduced that in 2021, the construction of a national carbon emission trading market will be launched, and the market mechanism will be used to force technological innovation of enterprises and reduce the intensity of carbon emissions. Data shows that since 2011, my country has launched carbon emission trading pilots in seven provinces and cities including Beijing and Guangdong, and a total of 430 million tons of carbon dioxide has been traded, with a total transaction volume of nearly 10 billion.

With the continuous expansion of the construction scale of the carbon emission trading market, in order to regulate the national carbon emission trading and related activities, in accordance with the country’s requirements for greenhouse gas emission control, the Ministry of Ecology and Environment has announced the release of the “Carbon Emission Trading Management Measures (Trial)” It was reviewed and approved by the Ministerial Meeting of the Ministry of Ecology and Environment on December 25, 2020, and will be implemented on February 1, 2021.
